Photo tuoitre.vn</td></tr></tbody></table></figure>HCM City is moving boldly to realise its vision of a smart metropolis — one where technology, innovation, people-centred governance, and accountability form the foundation of a transparent and efficient administration.With both its Provincial Innovation Index (PII) and Digital Transformation Index (DTI) ranking in the national top two, the city is redefining how local government operates in the digital age.Since the introduction of its two-tier local government model in mid-2025, the city has accelerated the digitalisation of its entire administrative machinery.The goal is not only to simplify bureaucracy but to transform how public services are delivered to citizens and businesses alike.Central to this transformation is the Document Management and Administration System, connecting all 168 communes, wards and districts across the city.The system enables every official document — incoming, outgoing or internal — to be digitised and processed online, replacing paper files that once clogged offices and slowed procedures.“The platform acts as the bloodstream of the city’s administrative system,” said Võ Thị Trung Trinh, director of the HCM City Digital Transformation Centre.“It ensures seamless coordination from the top level down to the grassroots, and connects directly with the National Public Service Portal for consistency in service delivery.”At Diên Hồng Ward, 100 per cent of civil servants now work in the digital environment. All meetings, assignments and performance tracking are done online, accessible from computers, tablets or even mobile phones.“It took time for staff to adapt,” said Hà Tuấn Phương, the ward’s Vice Chairman of the People's Committee (local government body). “But once they became comfortable with digital tools, productivity and response times improved dramatically.”Across the city, nearly 85 per cent of administrative procedures are now processed online, with some wards like Sài Gòn and Diên Hồng reaching full digital coverage.The shift has saved both time and money, reducing printing and processing costs by an estimated VNĐ60 billion (US$2.3 million) per year while boosting transparency and accountability.Digital tools, real impactWhile local government is laying the foundation for a digital government, it is at the grassroots level where digital transformation truly comes alive — in the wards and communes where residents interact directly with technology.In Thủ Đức Ward, two humanoid robots now greet visitors at the Administrative Service Centre. Programmed to answer questions, provide guidance, and even serve water, the robots make the public service process friendlier and more efficient.“The robots represent our determination to become an innovative urban area,” said Mai Hữu Quyết, secretary of the ward’s Communist Party Committee. Similar pilot projects have been rolled out in An Khánh, Phú Nhuận and Phú Mỹ wards, each investing around VNĐ300 million ($11,800) in robotic systems that help citizens navigate administrative procedures.For local resident Nguyễn Hữu Khánh, the experience was memorable. “The robot explained exactly what documents I needed for my grandson’s birth certificate and led me to the right counter,” he said. “It’s convenient, efficient and surprisingly warm.”But the innovation does not stop with robots. In Nhiêu Lộc Ward, artificial intelligence (AI) has become a “digital adviser” for civil servants.Integrated directly into administrative workflows, the AI system scans uploaded documents, extracts data, checks for errors, and alerts staff to missing information before final submission.“AI doesn’t replace people,” explained Phạm Đăng Khoa, vice chairman of the People's Committee of Nhiêu Lộc Ward. “It frees them to focus on more complex work and ensures that each case is processed quickly and accurately.”To make sure no citizen is left behind in this transformation, the city has launched Community Digital Technology Teams.These local volunteers visit homes, teach digital literacy, and help residents activate online identification accounts to access public services.“Digital transformation is now a driving force, not a slogan,” said Nguyễn Hùng Hậu, chairman of the People's Committee of Xuân Hòa Ward.“For a smart government to work, we need digital citizens. Photo mst.gov.vn</td></tr></tbody></table></figure>Digital tools, real impactDespite its impressive progress, HCM City still faces obstacles — particularly in human resources and digital skills among citizens.According to Nguyễn Tấn Phong, deputy director of the city's Department of Home Affairs, the city currently has a surplus of around 1,065 administrative staff, mostly in clerical roles, but a shortage of nearly 965 professionals in specialised areas such as finance, urban planning, health care, and information technology.At Bà Điểm Commune, where the population exceeds 200,000, workloads are intense. Each civil servant handles between five and seven responsibilities and often works weekends.“We’ve had almost ten people resign because of stress,” said Trần Thúy Hương, vice chairwoman of the People's Committee of the commune.“If we could assign deputy managers to specific fields, it would ease the burden and improve oversight.”At the same time, many citizens remain hesitant to embrace online services.“Although our ward processes about 85 per cent of administrative requests online, some residents — especially the elderly and small traders — still prefer submitting paperwork in person,” said Nguyễn Thị Thu Dung, head of the Social Affairs Office at Xuân Hòa Ward.This “digital hesitation” contributes to what experts call a digital skills gap — a divide between those who are comfortable with technology and those who are not.“A digital government cannot succeed without digital citizens,” noted Nguyễn Tuấn Anh, a public administration specialist.“HCM City must lead the country in teaching digital skills, from schools and vocational centres to community halls.”The city has therefore launched an ambitious "Digital Literacy for All" programme, informally known as “Digital Mass Education”.The campaign, costing approximately VNĐ45 billion ($1.77 million) each year, provides free training on how to use public service apps, verify digital identities and access online government platforms.Stronger skills, better serviceAlongside citizen education, the city is investing heavily in training its own workforce.More than 40,000 civil servants and public employees have received courses in artificial intelligence and digital management.“Our goal is simple,” said Nguyễn Văn Được, chairman of the HCM City People’s Committee (municipal government). “Every investment in technology must translate into better services and higher satisfaction for citizens.”Experts agree that the city’s approach combines pragmatism with vision.“The city has a clear, data-driven roadmap,” said Trần Quý, PhD, director of the Việt Nam Institute for Digital Economic Development. “It is not just setting goals but implementing measurable actions based on real local conditions.”Vũ Tuấn Anh, a digital strategy expert, added that a leadership mindset was the key. “Technology itself is not decisive — the determination of leaders is. In HCM City, leadership commitment is what turns policy into performance.”Built for convenienceAs the city continues its journey towards 2026–2030, digital transformation has become a cornerstone of governance reform.The focus has shifted from digital tools to tangible outcomes: efficiency, transparency and satisfaction.Future plans include integrating massive datasets on population, land, and social welfare into a unified platform to reduce manual workloads by at least one-third, and developing a 24/7 virtual assistant capable of providing real-time support for residents.Meanwhile, weekend support desks at commune offices — staffed by rotating civil servants — are helping citizens navigate online forms and activate digital accounts, building familiarity and trust in the digital environment.“The ultimate goal of every reform,” Chairman Được emphasised, “is the happiness and convenience of our citizens. A government’s success is measured not by how much it digitalises, but by how much it serves.”After only a few months of operating under its new two-tier system, the city has demonstrated that digital transformation is not merely about software or systems — it is about a cultural shift toward openness, responsiveness, and innovation.Despite remaining challenges, the city’s trajectory is clear: to become a high-performing, human-centred smart metropolis, powered by data, guided by integrity, and built around the needs of its people.From the introduction of service robots to community-led digital literacy programmes, the city is not only digitalising governance — it is redefining what a truly smart city means in Việt Nam. – VNS

VNA/VNS Photo</td></tr></tbody></table></figure>HÀ NỘI – Lawmakers on Thursday afternoon discussed the draft law amending and supplementing a number of articles of the Law on Technology Transfer, highlighting the need to introduce a post-implementation review mechanism to enhance transparency and prevent abuse in technology valuation and transfer.Delegates said the revised law reflects the spirit of a knowledge-based and digital economy driven by innovation, contributing to realising the Party and State’s goal that “science, technology and innovation are the top national policy.” However, they also emphasised that without proper oversight, risks could arise from the new provisions on technology-based capital contributions.Deputy Nguyễn Thị Thu Hà from Quảng Ninh Province noted that one of the new points in the draft law is allowing capital contributions in the form of technology. This could help unlock the “frozen” value of intellectual assets. Yet, she cautioned that allowing parties to self-determine the value of technology might lead to inflated valuations, creating “virtual capital,” and negatively impacting the investment environment.She recommended that the drafting agency clarify the mechanism for self-determination of technology value and encourage the use of independent valuation services to avoid abuse and ensure transparency.Other deputies agreed with the principle of granting ownership rights to organisations directly creating the technology, except for certain specific cases, as this helps remove long-standing bottlenecks in tranfer of intellectual assets between research institutions and the market. However, they warned that the provision allowing parties to freely determine technology value could lead to transfer pricing or virtual capital creation if not properly stipulated.Deputy Dương Khắc Mai from Lâm Đồng Province proposed supplementing the law with a post-implementation review mechanism and requiring independent valuation for high-value technology transactions. He also called for clearer legal responsibility for parties involved in inaccurate or fraudulent valuations.He urged simplification of procedures for contributing capital through technology and suggested creating a “one-stop” system linking the Law on Technology Transfer, the Law on Enterprises, and the Law on Intellectual Property to facilitate faster commercialisation of research results.Regarding technology appraisal in investment projects, he noted that current procedures remain complex, involving multiple agencies and lengthy processing times. He proposed integrating technology appraisal with investment licensing and environmental impact assessment through an electronic one-stop mechanism to save time and reduce overlaps.Deputies also supported adding a post-implementation review mechanism to ensure the law’s effective enforcement. They suggested that the Government develop detailed criteria and methods to evaluate the efficiency of technology transfers and delegate provincial-level authorities to assess projects using State funds, with regular reporting to the Ministry of Science and Technology for monitoring and oversight.Deputy Hoàng Văn Cường from Hà Nội welcomed the draft law’s focus on encouraging technology transfer both from abroad and domestically but noted that provisions on outbound technology transfer remain vague. He recommended clarifying policies to promote two-way technology transfer, both inbound and outbound, while safeguarding key and core technologies developed by Vietnamese scientists.He added that for new technologies such as artificial intelligence, semiconductors, and big data, there should be mechanisms to limit their transfer or require licensing before export, in order to protect competitive advantages and national secrets. Vietnam Law Day to be observed in Hà Nội

Photo courtesy of the Việt Nam Government Portal</td></tr></tbody></table></figure>Collecting accurate data has become a crucial step in the 90-day campaign to improve the national land database, currently implemented nationwide by the Ministry of Agriculture and Environment (MAE) and the Ministry of Public Security (MPS) in coordination with local authorities.Running from September 1 to November 30, the campaign serves as a test of the data governance capacity for the public administration system – focusing on building compatible, accurate and shareable electronic records among state agencies.According to the plan, the campaign covers four main areas: completing the existing land database; building new land and housing datasets in areas lacking them; synchronising, connecting and sharing land information nationwide; and offering online public services linked to land lot identification codes and national digital addresses.Collecting copies of land use rights certificates, also known locally as "red books", is intended to support data review, cross-checking and cleansing. Citizens are only required to provide photocopies of their certificate and ID card when requested by the working group, without needing notarisation.The goal is to integrate the red books into the VNeID application so that people can self-declare and verify information.However, people have raised concerns that the requirement to submit photocopies of these documents may contradict the Government’s policy on implementing administrative procedures under the one-stop-shop mechanism.In some localities, the implementation process has shown bureaucratic tendencies. Thu, a resident in Vĩnh Tuy Ward in Hà Nội, who gave only her first name, said she recently received a notice requesting her to submit a photocopy or photo of her land use rights certificate and ID card.“The certificate and ID card are both issued by state agencies, and the data has been stored in the state management system," she said, questioning: "So why ask people to submit copies? VNA/VNS Photo Mạnh Tú</td></tr></tbody></table></figure>Recognising the importance of the campaign, NA deputy Nguyễn Thị Việt Nga of Hải Phòng City said that the issue lay in the way it was being carried out in several localities.“When authorities require photocopies of the land use rights certificates – documents already issued and archived by state agencies – it not only causes trouble and wastes time for people but also shows a misalignment with the digital transformation approach,” she said.According to Nga, the purpose of digital transformation is that data must be shared, connected and reused within the state management system, not “shifting the administrative burden from the state to the people”.When people have to print, photocopy or notarise documents that the authorities already possess, the spirit of “putting people at the centre” of administrative reform and digital transformation is undermined, she said.Avoiding redundancyIn principle, the authorities hold and manage all original land records, both in paper and electronic form. If the data is not compatible, the correct solution must be to review, standardise and consolidate the available data between departments rather than asking people to provide photocopies.Requiring citizens to provide information should only be applied in cases where there is a lack of data or there are signs of errors that need to be verified.The Hải Phòng deputy also noted that the Government had clearly directed that all data cleansing activities must use technology, ensuring safety, security, and avoiding unnecessary procedures for people."Therefore, reviews and adjustments are necessary if any locality still performs technical tasks manually and bureaucratically," she said.From a broader perspective, this campaign should be viewed as a test of systemic capacity, Nga said, explaining that modern governance could not rely on paper but on compatible, accurate and shareable electronic data among state management agencies.When data cleansing is carried out properly, people will not need to carry stacks of documents for every administrative procedure, and state agencies will reduce costs, manpower and errors. Therefore, for the campaign to meet its practical goals, Nga believes any document requests need to be carefully assessed to avoid creating extra procedures contrary to the spirit of reforms.“Only then, after 90 days, will we not only have a cleaner land database but, more importantly, a digitalised, efficient and people-friendly administrative apparatus,” she said.NA deputy Phạm Văn Hòa of Đồng Tháp Province agreed that multiple shortcomings remained in land management, especially in data standardisation.Instead of letting people print, photocopy and notarise documents that are time-consuming and risk losing important papers, he said management agencies should utilise, cross-check and make updates based on existing archived records.This method might lead to minor errors, but differences should be insignificant and would decrease once the data system is fully established.Collaborative approachResponding to the concerns, Mai Văn Phấn, deputy director of the MAE’s Department of Land Administration, said: “This is not an administrative procedure but rather a collaborative effort to complete the national land database, facilitating land-related procedures and creating favourable conditions for people and businesses.”The campaign requires land users and property owners to participate in providing and verifying information. This is an important step toward completing the national land database and enhancing online public services in the digital environment.However, Phấn acknowledged that several localities still lacked specific guidance, causing confusion among people during implementation.To address the shortcomings, the MAE’s Department of Land Administration is working with the MPS's Department of Administrative Police for Social Order to build a new feature in the VNeID app, allowing people to declare their land use rights certificates digitally instead of submitting physical photocopies.Regarding the reason for collecting photocopies of red books, Phấn explained that the registration and issuance of certificates had undergone many changes and regulations over the years. Some older documents only recorded the name of the household head, lacked ID number, or were based on temporary maps.The same situation was seen with the national ID cards, which changed from nine-digit to 10-digit, and now to the 12-digit chip-based version.In many cases, land users transferred, subdivided, or changed the purpose of land use, or had not completed inheritance procedures, leading to inconsistent data. By mid-October, a draft report for the Party’s 14th National Congress stated that Việt Nam had, for the first time, appointed all provincial and city Party secretaries from outside their home provinces and cities.Roughly half of provincial and city inspection committee heads are now non-locals, with the goal of full rotation by the 2025–2030 term. The same report outlines plans to assign outsiders to key positions such as People’s Committee (Administration) chairpersons and chief inspectors before or soon after the Congress.The goal, Party leaders say, is to stop corruption and cronyism at its roots, by breaking the dense webs of family, business and political ties that have long skewed local power.For years, provincial and city governments have been undermined by what Vietnamese officials call sân sau – literally "backyards" – a term describing the informal networks linking local officials with relatives and business allies.These relationships have fuelled nepotism, favouritism, and, in some cases, collective wrongdoing.Party General Secretary Tô Lâm told voters in Hà Nội in late September that several major corruption cases shared one thing in common: the top leaders were locals. The new rule, he said, aimed to change that dynamic entirely.By appointing nonnative leaders, the Party hopes to cut off local patronage networks before they can form."Power must be locked through design, operated with discipline and transparency, and directed toward national, not personal, interests," said Nguyễn Sĩ Dũng, former deputy director of the National Assembly Office.Analysts see the reform as a philosophical shift, from relying on the personal virtue of local leaders to creating systems that make abuse of power structurally harder.Rotating officials between regions or from the central government to the provinces and cities is meant to prevent what some call "soft fiefdoms" of local power."This rebalances the Party’s chain of accountability," said Dũng. "It widens horizons and reduces dependence on old networks."He argued that when political, administrative and oversight roles are held by people from different regions, it would become harder for any single interest group to dominate.A policy rooted in historyThe idea isn’t new. Historians note that the principle dates back to the 15th century, when King Lê Thánh Tông forbade officials from governing their hometowns, marrying locals or building homes where they served.The Nguyễn Dynasty continued the practice, assigning northern mandarins to southern provinces and vice versa.Nguyễn Trọng Phúc, former director of the Party History Institute, said "the modern version of that policy carries the same message: the entire country is our homeland – and we should not divide it into 'your province and mine'".He argued that localism has long been a drag on effective governance. When leaders become entangled in family or business ties, their ability to act objectively is often the first to suffer.Beyond its anti-corruption focus, the policy also fits into Việt Nam’s broader push towards a more professional and accountable civil service.Analysts describe it as a step towards service-oriented governance – a system where local governments compete on performance, not patronage."When the triangle of power, kinship and business is separated," said Dũng, "the cost of corruption rises and transparency improves."Trần Anh Tuấn, chairman of the Việt Nam Association of Administrative Sciences, called it a "declaration of war" on cronyism. Outsiders often face scepticism or even passive resistance from local cadres, and they must quickly learn the cultural, social, and economic nuances of unfamiliar provinces and cities.Tuấn admitted that new leaders would face a learning curve, but said the difficulty was overstated."What matters more than origin is attitude – the willingness to listen, learn, and work with the people."The initial lack of local knowledge isn’t fundamental," he said. "It can be overcome through practical engagement and the support of local officials."Some warn of another risk: that incoming leaders might simply build new patronage networks of their own. Experts say the key is to pair rotation with stronger transparency rules, public asset declarations, and clearer performance metrics.The Government is also tying the reform to a broader overhaul of how officials are evaluated. Rather than rewarding compliance with procedures, performance will now be measured by results – economic growth, public satisfaction, and institutional integrity."Results reflect everything – ideology, ethics, leadership, and management capacity," said Tuấn. "They can be quantified. That’s how you separate those who deliver from those who merely hold office."Analysts say the new policy could help rebuild public trust by replacing networks of loyalty with systems of accountability."The key is not where a leader comes from," said former deputy minister of Home Affairs Nguyễn Tiến Dĩnh. "It’s whether they act for the common good. If they come from outside and then bring their own circle, that’s no better than before."Analysts describe the shift as part of a wider effort to modernise the state, moving from a control-oriented administration toward a data-driven, performance-based model.The coming years will show whether Việt Nam’s political system can rise to match the clarity of its new vision. As one analyst put it, the reform would only be a beginning – a "soft shield" for integrity, built not on the hope that leaders remain virtuous but on the design of a system that no longer depends on virtue alone.
